John Edwards Says Penalties Part Of Healthcare Plan
(Des Moines, IA) -- Democratic presidential candidate John Edwards says Americans who fail to sign up for his mandatory healthcare plan face garnishment of their wages and their tax refunds withheld. The North Carolina Democrat tells the "Des Moines Register" editorial board that his universal healthcare plan requires all Americans to have insurance. He says people who can't afford insurance will get public subsidies or government health plans, but people who can afford insurance will be required to do so. He says the requirement aims to prevent taxpayers from subsidizing emergency care for people without insurance.
